OAT and Informix 10.x locale problem or?

Hi,
can someone please tell me is it possible for OAT to connect to 10.x databases. I have been googling for that information for quite a while now with no success.
I managed to install OAT 2.21 on a linux box (rhel 4 x86_64, httpd 2.2.9, php 5.2.6) but had no success connecting to our 10.x databases. Oat throws this error:
Connection Failed:
DSN:informix:host=10.0.15.240;service=1526;database=sysmaster;protocol=onsoctcp;server=ibm1_shm;TRANSLATIONDLL=/home/informix/informix/lib/esql/igo4a304.so;Driver=/home/informix/informix/lib/cli/libifdmr.so;;DB_LOCALE=en_us.8859-1 ;CLIENT_LOCALE=en_us.8859-1 ;
SQLSTATE=HY000, SQLDriverConnect: -23101 [Informix][Informix ODBC Driver][Informix]Unspecified System Error = -23101.
The 10.x database is running on a different (also rhel 4 x86_64) server.
Error code -23101 indicated a locale or INFORMIXDIR env variable problem. I am quite sure INFORMIXDIR is properly set. I read the GLS user guide in detail, and in my (well, still quite inexpirienced with Informix) opinion everything seemed ok there. I checked the locale for sysmaster database (by querying sysdbslocale) and it indeed is en_us.8859-1 (written as en_us.819 in sysdbslocale). Experimenting with lots of other values for CLIENT_LOCALE and DB_LOCALE didn't make any difference..
