Baased on Erika's suggestion, I did the changes to the template_global.php and it spitted out a -206 error while looking for a sysmaster database table named sysha_type.
I did a quick compare of the sysmater databases of both the instances and found that I was missing some tables in the instance where the OAT was not working. Rebuilt the sysmaster table using the buildsmi script the that took care of the problem.
Thanks to Erika for helping me to resolve this issue.
