-23101 Unable to load locale categories.

An invalid locale name was supplied for the locale initialization. The
environment variable specifying the locale category has a wrong value.
-----

You environment variables are NOT set in the context of your web server,
that is why it works as "php -f script.php" and not from Apache. You
need to set the variables in Apache's environment. On a sane
distributions (RHEL, SLES, openSUSE, etc...) this would be done via a
file in /etc/sysconfig/httpd|apache[something]; Gentoo probably
provides some equivalent but I have no idea.
