This type of alter table cannot be done as an 'in place alter' it has to be
completely done at the time the command is executed. This will take some
considerable time (especially if there are many indexes), requires exclusive
access to the table while it is being done and requires enough space to hold
two copies of the entire table.
An alternative strategy might be to unload the data, drop the table and
recreate with rowid, reload the table and then reindex followed by update
statistics. This will achieve your end result, tidy your data and probably
take a shorter time to run although it will require more preparation and
'nursing'.
