You need to quantify the procedure with the datatypes so it knows which =
one to drop

i.e.

drop procedure m4pr_gr_clc_hpirpf(integer, integer, char);
drop procedure m4pr_gr_clc_hpirpf(char);

one
routine resolves to given signature
