My issue is with a non informix app that runs on the box ... and the
clients have to connect to that host/ip ... so the idea is to bring up a
DR box as if it was the primary box ....

Yes, if host names are changed then surely sqlhosts need update.

OR you could simply execute 'onmode -d make primary <secondary-name>'
on secondary server to make it new primary.

Secondly, application can use automatic client redirection based on server

groups.
For e.g. sqlhosts can be setup as follows.

--- sqlhosts ---
g_ha group - - i=10 # server group
primary onsoctcp host1 port1 g=g_ha
secondary onsoctcp host2 port2 g=g_ha

When applications calls "connect to '@g_ha' " statement,
they will be automatically redirected to current primary server.
