Yes it is possible to restore at level 0 (or 1 or 2) without replaying
logical logs, just answer N when the restore asks if there are any logs to
restore. However this means all transactions are lost from the START of the
archive. Depending on the extent of the disaster you will possibly have some
logs available on tape and it is possible to recover as many as are
available (sequentially) but leave others off.
