just to take the slashes out of the equation I'd add perl to the
default path and move serve.pl to d: Don't forget to restart
apache so it gets the new path

I'd also try changing request to REQUEST=RAWPERL
and the code to "print 'Boo\n';

The code looks like a lift from the manual so I'd expect to work,
subject to Window'isms
