Your database engine is running out of locks. Is there a large
insert/delete/update running that has not locked the table. Use onstat -u to
identify the session holding the locks the onstat -g sql <pid> to identify
the statement. The userid/sessionid reported in the log are those that hit
the overflow, not necessarily the one holding the locks.
Three possible solutions in order of preference:-

1. Lock table in exclusive mode before running the offending statement (need
to watch for a long transaction)
2. Break the transaction down into smaller bits that do not require so many
locks.
3. Increase the number of locks in the onconfig file and bounce the engine.
