AIX SE SQL Error -242, System Error -104

Our environment:
AIX 4.3.3
I-SQL version 7.20.UD2
SE version 7.24.UC1
I4GL version 7.20.UD2

While running a 4GL program that creates/drops a lot of temp tables within a transaction, we're getting the following message:

Program stopped at "rec02dck.4gl", line number 103.
SQL statement error number -242.
Could not open database table (informix.wo_alloc).
SYSTEM error number -104.
ISAM error: too many files open.
--------------------------------------------------
The above message suggests that the number of open file descriptors was exceeded. I check the "nofiles" parameter with the ulimit command, and verified that it's set to 32768; I don't see how we're exceeding that. I couldn't find any more AIX tunable parameters that might be responsible.

As a test, a programmer did this:
begin work;
select * from dummy into temp x1;
drop table x1;
select * from dummy into temp x1;
drop table x1;
...
...
(128 more times)
commit work;

When she executed the statements, she got the same error on the 128th iteration. This suggests that there's a temp table limit within SE.
So far, we're planning on rewriting the application to use less temp tables within a transaction.
Any thoughts?
