Cursor error

Hello, all. I am getting an error message, and I cannot see anything wrong
with my code. Neither can my co-worker. In the function below, I am
getting
the error "Cursors must be uniquely declared within one program module" on
the
line "declare db_curs cursor for db_stmt". Can anyone see what is wrong
with
this function? I tried changing the name of the cursor, the variable, and
the
statement, all to no avail.
