Informix only requires that the right configuration is done in one of
the files you mentioned (in both machines).
If your server has the rlogin service turned off (very usual in Linux
as these services are considered insecure) you will not be able to
test it with the rlogin command. That doesn't mean it won't work with
Informix (because we only need the configurations, and not the service
itself).

Assuming you have IDS installed in both machines you can try this
using dbaccess and connecting to the other server instance.
This should work from the secondary host to the primary host (because
you already have an IDS instance up and running on the primary host),
but would require an up and running instance on the secondary in order
to test it...
One thing you can easily do is to test from the secondary to the
primary, and when this is done, replicate the file lines in the
secondary (changing the hostnames of course).
